A HUGE ENERGY PROJECT WITH A SURPRISINGLY SMALL CONSTRAINT

The Wheatridge facility combines 300 megawatts of wind power, 50 megawatts of solar power and 30 megawatts of battery storage. Together, the project can provide enough electricity for roughly 100,000 homes while producing emissions-free power. However, the outlet explains that the facility operates under a detailed site certificate containing legally binding environmental requirements. Among those rules is a 20-mph speed limit for trucks using new or upgraded private access roads during construction and operation. The species is listed as endangered under Oregon law, and the Oregon Department of Fish and Wildlife identifies habitat loss and fragmentation as major factors limiting its populations.

WHY THE DIGGING SCHEDULE DEPENDS ON SPRING SURVEYS

The most unusual requirement involves when crews can conduct wildlife surveys. According to the outlet, before work begins, a qualified biologist experienced in locating Washington ground squirrels must inspect suitable habitat within 1,000 feet of the planned work area. But there is a narrow window for those inspections. Surveys can be conducted only between March 1 and May 31, and the results remain valid for three years. That means timing can become a major issue. If crews miss the survey period, work could potentially be delayed until the following spring. The requirement exists because Washington ground squirrels spend much of the year underground. The species is generally active from midwinter into early summer before spending much of the remaining year dormant below the surface. Its limited above-ground activity makes the spring survey period especially important for identifying colonies and avoiding habitat disturbance.

A SQUIRREL COLONY CAN CHANGE CONSTRUCTION PLANS

Finding a Washington ground squirrel colony can have immediate consequences for construction. The land containing a confirmed colony can be classified as Category 1 habitat, reported Eco News. Workers must stay out of those areas and mark the boundaries to prevent temporary or permanent damage. Category 2 habitat also comes with restrictions under statewide ODFW guidance, including a 785-foot buffer and additional consideration of suitable habitat in the surrounding area. The protections extend beyond digging. Underground cables may require additional safeguards because rodents can damage them with their teeth. Future construction phases may also require fresh surveys and additional burrow counts if earlier work is delayed.

The outlet also notes that Oregon approved an amendment in May 2026 separating the operating 50-megawatt solar facility from the still-unbuilt 100-megawatt Wagon Trail Solar project while extending its construction deadline.
