India Proposes Mandatory Battery Storage for Solar and Wind Projects

India’s Central Electricity Authority has proposed a regulation that would require solar and wind energy developers to install battery storage at their project sites, with the rule taking effect for projects commissioned after July 1, 2027. The draft proposal, reported by OilPrice.com, mandates that such projects include co-located energy storage equivalent to at least 10% of the installed capacity, with a minimum discharge duration of two hours.

For projects commissioned between July 2029 and 2031, the requirement would become stricter, demanding battery storage of at least 10% of installed capacity but with a minimum duration of four hours. The move aims to better manage renewable energy output and reduce curtailments, which have been a persistent issue despite India‘s rapid expansion of solar and wind installations.

Without adequate battery backup, solar projects often face curtailments during peak daytime hours and the hottest months. Grid and transmission constraints accounted for nearly two-thirds of all renewable energy curtailment, totaling 300 gigawatt-hours (GWh) in the first quarter of the year, according to a May report from the clean energy think tank Ember. In a separate analysis in June, Ember indicated that India would need approximately 10 GWh of battery storage immediately to prevent renewable energy curtailment when the coal fleet cannot reduce output below its technical minimum.
